George Bush created Hurricane Katrina, I have proof that he earmarked money to create a device hidden in the Gulf that altered tidal currents (look it up) to create irregular weather patterns and send a hurricane to target the African American population of New Orleans so that he and his Republican cronies would win New Orleans in later elections due to the fact that the African American vote is overly liberal. This is all "controversial" but pretty backed up by evidence.
As for 9/11 i've seen a wide range of opinions on what happened but, I would argue that he didn't orchestrate it (though I have seen some convincing evidence), but rather knew of it would happen and passively allowed it to happen to support his imperialistic war on Muslims. Just google the 9/11 truth movement. Which of course ties in to Bush's attempt to model the neo-conservative practices which Europe so adeptly employed in the late 1800's and early 1900's in Iraq.
If you google it, you can find plenty of evidence supporting the fact that Bush personally made money from many extremely wealthy individuals both in his campaign and as his person for his famous "screw the poor" tax cuts.
As for the border, Bush handled it greatly. Except for putting "aid" money in the right places to repress the Drug Wars just long enough keep relative calm on the border until 2008 when Obama took office. By then the repressed tensions were unable to be held down any longer and wouldn't you know it we have a drug war getting worse by the month.
But besides all that your friend was right *sarcasm*
