    $2,719,843.37.00 per prisoner. I'm not sure what it costs per year to keep it going. I'm sure there are many bases in the USA that have space which could be converted for a lot less money than that. I sure the old nuclear test grounds in NV has secure buildings that could be fixed up for a lot less than that. Another location could be a military base in a remote section of Alaska. Actually an area of one of the bases that has been closed should do, There are enough out of work construction workers that would probably sign up if they got to go home every few weeks. How about the old BP rig?
