    President's aren't often remembered as much when they don't have many legislation victories under their belt, and President Garfield happens to be a President that falls into that category. President Garfield was shot by an assassin a short four months into his first term and never recovered from the assassins bullet. If we take a minute to assess what President Garfield proposed in his 1st Inaugural Address, he railed against the plight of African American's and pushed for a series of Civil Rights laws for give African American's the same rights as whites. Just think if he was able to push ahead with his bold plan in the late 1800's, well before the eventual Civil Rights movement in the 1960's. It's a shame to think of what might have been sometimes.
