I made this video which explains how my plan would supposedly grow small businesses and jobs in each State that implements it. Watch it on youtube here:

Also, If I were to make a petition to the government about this plan, would you sign it?

Interesting. You need to come up with rules or guidelines to identify what makes a product USA origin.
People will initially complain that they are paying more for products while they are possibly earning less.
I think that you need to clean up your chart and not hand write your notations.
Then talk to someone at youtube to see how you can widen your viewership. Maybe put tags on the video
    to draw in other viewers.
Some of your ideas are good. Good luck going forward with this.

    ProgressForward,
To establish what makes a product of USA origin I would suggest the following. Look in the phone book - yellow pages for International Freight Forwarders. If that doesn't work, look for Freight Forwarders. There are many out there. (at least in larger cities that is) Call one and tell them that you are considering shipping some goods to Canada. Tell them it's something you manufactured (if they ask what you want to ship). Ask them to fax (if you have the ability to receive a fax) or scan and e mail to you a NAFTA Certificate of Origin. Front and back of the form. The back of the form has rules for determining the origin of goods. At least in as much as is used between the USA, Canada, and Mexico. Perhaps you can find the form online also. As a freight forwarder, we would always ask the shipper to issue and provide their own NAFTA Certificate of Origin. Because nobody knows their product as well as the manufacturer.

Actually, I was thinking of just redefining within the proposed bill what classifies as an "American Business." I would redefine an American Business as a business that has more than 50% of its employees being American citizens, and, if applicable, 50% or more of its shareholders being American citizens. Businesses that do not meet this definition would be defined as "Foreign Businesses."
I would also redefine an "American Product" as an item that has been manufactured by an American Business, and has more than 50% of its individual components, if applicable, being manufactured, cultivated, processed, and/or prospected by an American Business and/or American citizen. Products that do not meet this definition would be defined as "Foreign Products."
