There is a reasonable chance that Trump will go down in history (many decades from now) as the President the came Washington and caused a shakeup equalivant to a earthquake greater than 8.0.
What is a difference between a "good" shake up a "bad" shakeup?

Bottomline when a shakeup occurs, it means that the vast majority don't like what is happening (like what is happening right now), even if the shakeup results in good things happening (Long term answer is unknown).
Here is an example of a good shakeup that Trump could have done, but did not. He could have re-nominated Merrick Garland, and said "He deserves a up\down vote. If he is voted down, I will nominate someone else" Thus forcing both sides to debate it and vote. Or if possible, nominate two canidates, one being Merrick Garland, and the other being Neil Gorsuch.
