I was going to lead off with a snarky comment like "Don't worry, help is on the way as soon as Ben Carson gets on his feet at HUD," but that would be like rubbing salt in a wound. Anyway, getting serious, if I follow your long post, it would seem that your story is similar to many others where governmental agencies outsource certain functions to private for-profit corporations. Look what has happened to private prisons as just one example.
I don't have problems per se about out sourcing certain housing administration functions as long as the government maintains strict oversight and control. These kind of contracts are ripe for skimming off money intended for the public, and there have been many reports of corruption.
I note that Donald Trump is a major investor in public housing in New York:

Of course, Trump has said that as president he cannot have any conflicts of interest.
