Serra was a prosecutor for 12 years until he was arrested in September 2010 and later pleaded guilty — under a legal classification that doesn't admit guilt — to criminal extortion and unlawful sexual contact. A jury also found him guilty of a bond violation. His victims say he preyed on the vulnerable, exposed himself, bargained for sex and threatened some female employees with losing their jobs, their families and their reputations if they didn't do what he wanted.
