Most likely reason to invite controversy on himself? Publicity. Even bad publicity that keeps your name in the news can be beneficial. Let's say he has a valid CRBA, if I was in Cruz's shoes, I wouldn't release it and I wouldn't consider this bad publicity. People hear there might be a controversy, they go searching. My name will get Googled a lot. People will stumble upon other things that pique their interest about me and my name stays on the surface thoughts of people. If liberals start spouting the "ineligible" argument, conservatives might rally behind me because I have liberals fighting hard to stop me. Then, at the most opportune moment, I would release my CRBA, make a quip about how desperate my naysayers are, then claim they had to attack me on something false because my policy stances are valid and they couldn't beat me on those alone.
