That agreement isn't worth the paper it's written on. It will be as effective as the piece of paper Neville Chamberlain waved as he exited the plane declaring "peace in our time!" with the Nazis... right before World War II started. Again, like that piece of paper, this one won't do squat.

I would encourage you to read up on prior Presidential agreements made throughout our nations history. They have been used since the early 1800's and are binding unless Congress steps in and specifically rebuts it, which they never have.
