One of the four shareholders of the Cato Institute, William A. Niskanen, passed away in October. Shareholders Charles and David Koch claim that the shareholder agreement clearly states that there should now only be three shareholders. However, Edward H. Crane III, Cato's president, believes that Niskanen's 25% control is bequeathed to Niskanen's widow. A civil lawsuit has be filed by the Koch brothers.
