"Immigration" ... back to basics, in order to discuss "immigration" one must understand and accept the principles of social organization and formation of a "community" be it a group, a city, a country. Without attempting to educate on the principles of sociology/social-cultural anthropology, a country is composed of a group of people with similar beliefs, common language, common interests and similar needs whereby principles of "reciprocity" [Marcel Mauss, "The Gift"] have been established for social exchange, and beg for a more organized and integrated set of laws, rules, regulations, standards, enforcement, adjudication, protections, and so, they form a "Country" and define a "Government" usually by a "Constitution" defining the agreement for governance between the People/Citizens and Government whereby government serves the people's needs, interests, common beliefs/goals. Thus, a country having been formed and government established, Citizens who are recipients of benefits and payees of costs of governance of the country group, now expect a "Passport" whereby their citizenship is established and respected.

"Immigration"... demands an "application for entry" into the social group/Country and so also, the review of the Country/Citizens for acceptance into the group, temporarily or permanently,
and in reviewing, qualifications are checked for similarities to the group, including
Language/ability to communicate accurately, Culture-Law/ability to live by rules in a way which respects Country's laws and Citizens' rights, Ideology/consensus of opinions compatibility with Country's Constitution, Education/ability to Function in gainful work which enhances the Country, Respect for Country's Citizens' rights and laws,... Likewise, the Country/Citizens interests must not be compromised by the needs/interests/goals of any immigrant.

THAT having been established, ALL immigration MUST be LEGAL i.e., MUST be by application and approval...not by ANY other means, i.e., "wet foot" or "birthplace" whereby there is an invitation to pass legal immigration by means of "arriving on the land of the Country" or by
means of "a woman legal or illegal being pregnant and giving birth on US Country land" establishing citizenship which creates a negative attitude of entitlement in such progeny whereby they do not feel they have any responsibility to respect Citizens of the country they have "invaded by entitlement" nor do they feel any responsibility to the overall well-being of the Country/Community/Citizens; when not "legal" an immigrant is usually not appropriate to the society, often has arrived for the purpose of acquisition and/or exploitation, and because inappropriate to the community, engages in illegal activities/organized crime as a means of gaining money and power in the community, and thereby "criminal gangs" form, operate, go to war over territory or illegal resources, harm to Citizens being the collateral damage, jail being one aspect of the game of living as an illegal or criminal...always, the Citizens incur the harms and the costs of illegality. Citizens have a right to call their Government to accountability for not protecting them from illegal immigration and all the costs and harms which come with it.

Government's FIRST and ONLY responsibility is to its Citizens, and thereby has a duty and responsibility to prevent and interdict any/all illegal immigration. Legislation which encourages illegal immigration such as "wet foot" and "birthing grants automatic citizenship" must be repealed.

Likewise, Government should not be encouraging or facilitating inappropriate immigration. Citizens should not be asked to have their rights curtailed in order for their Government to financially fund/support/facilitate inappropriate immigration, e.g., teaching public education in other than american english is an abuse of US Citizens; one of the requirements of Citizenship application must/was/should always be the ability to speak/read/write american english. Adult Citizenship should also require competency in basic/elementary mathematics, hygiene, as well as knowledge of every criminal law and civil rights law and the rights of every US Citizen which must be respected/upheld.

Other modern democracies have already had these discussions; entry aka immigration into a country must always be to the benefit of Citizenry, e.g., Australia allows entry for residence only if a person has the education/professional credentials/work capabilities of which Australia currently has a need. UK allows entry/residence only if one arrives with ample funds to support the proposed stay and/or the professional credentials which are unique and needed in the UK. etc...

Foreign Aid exists to help peoples in countries in need at a cost affordable/planned by a country. Asylum rules allow exceptions to enable individual immigration where/when a person's life is in danger by political anti-democracy/anti-human rights powers in their country of origin and the asylum process assures the Citizens that the person given asylum in their respective country is appropriate to their social/cultural values, mores, etc., otherwise, the asylum applicant is assisted to another country more appropriate as safe harbor.

Ironically, with illegal immigrants coming from countries where citizens of western democracies go for luxury vacations, the concept of 'tourism-social exchange aid' goes amiss, for when illegals come from such countries, they miss out on the opportunity of starting a business or doing work in their home country where weather and foods are favorable, only to arrive/struggle to survive in inhospitable US slum conditions where they can never get a life as good as they might have left at home, and often become victims of slum predators; or, if they participate in stolen identities or fraudulent applications for assistance, they end up in prison and/or deported, with families in all sorts of crises, begging for the mercy of USA justice system. THIS is as unfair to the Citizens of the USA as it is self-defeating, as the USA cannot afford to take proper care of its own citizens who are vulnerable, sick, poor, and US citizen poor are faced with hostility and all manner of political abuses because the USA benefits system is financially overwhelmed.

Then there are the actions of such foreign politicians such as former Mexican leader Vincente Fox who turned loose his country's most hardened criminals on the US border encouraging them to illegally migrate to the USA [and bring their criminal ways with them to predate upon the vulnerable of the USA] which was an act of war and should have been treated as such...while such US politicians as former president Bush and GOP leaders who notoriously attack the US poor and vulnerable, raising eligibility to dump them off the US benefits such as foodstamps and medicaid, politically sweep such illegal immigration under the rug and with their silence and inactivity, condone criminal illegals corrupting the neighborhoods into which they disappeared, often forming/joining criminal gangs and proliferating criminal activities which destroy the peace and democracy for the poor US neighborhoods upon which they predate. They also victimize the poor US citizens whose identity they stole/usurped, often causing them terrible loss or dangerous denial of federal programs benefits essential to daily living, designed/funded to help the US vulnerable.

If we were talking about a half dozen of illegal immigrants who were decent good citizens usurping the federal programs for the US poor, one might consider "amnesty"; however, when the fact is the USA is inundated with about 12-13+ million illegals, the number growing daily, most of whom are not able to ever make a positive contribution to the wellbeing of US society, most not caring or wanting to, many never acculturating/many never able to acculturate, preferring to take evry advantage of the federal programs for the poor, a large percentage of whom are often facilitating the illegal immigration of others from their respective home countries or through the criminal gangs to which they are affiliated. The costs, direct and indirect, and overburdening of federal/state/local government, simply cannot be swept under the rug. Greater empires than the USA nation have been collapsed to a large part due to illegal migration, historically speaking. Many illegal immigrants are directly/indirectly sustaining illegal activities and organized crime in the USA; many are doing low-paying jobs in non-professional
work which could go to US citizens without the ability to work in professional jobs.

Decades ago, some politicians argued in favor of illegal immigration, that work was being done which could not otherwise be fulfilled, under the presumption that all americans were 'on the way up' the education and professional capability scale; in fact, many americans are not capable of the level/kind of advanced education to become highly specialized engineers or research scientists or other such jobseekers.

These same politicians are establishing "right to work" states where states take over the federal unemployment system whereby they change the rules in favor of corporations practicing all manners of costs-cutting including "CONSTRUCTIVE DISMISSAL" [often making false allegations of misconduct, especially of the under-educated and/or handicapped] to cut their benfits costs after hiring workers only "temporary" or "part-time" to minimize worker costs, and then, terminating employees in a manner which denies them unemployment benefits, benefits to the very people for which the unemployment system was designed and for whom it is essential for daily survival and to prevent loss of the family home ! Missouri already does this, Indiana is currently legislating this as I write this !

[THE FEDERAL GOVERNMENT MUST IMMEDIATELY STOP HANDING OVER FEDERAL PROGRAMS FOR THE LOW INCOME/VULNERABLE TO STATES, PROGRAMS FUNDED BY NATIONAL TAXPAYERS TO ACT AS A 'SAFETY NET' WHICH ARE BEING USED AS A TREASURE CHEST FOR STATES/LOCAL GOVERNMENT GROUPS ALLEGING THEY ARE 'HELPING' THE LOW INCOME AMERICANS, BUT IN ACTUALITY, UNDER THE POLITICIZED CONTROLS OF ANTI-FEDERAL GOVERNMENT POLITICIANS, SUCH PROGRAMS BECOME "JOBS FOR THE POLITICAL CRONIES" AND A SLUSH FUND FOR STATE/LOCAL GOVERNMENT WHILE DENYING PROGRAMS/SUPPORTS TO THE VERY PEOPLE INTENDED UNDER THE ALLEGATION THE PROGRAM IS "UNDERFUNDED" ! WHEN IN FACT, THE PROGRAMS ARE ROBBED BY POLITICAL ADMINISTRATION AND NEPOTISMS ! The laziness and or irresponsibility of the Federal government whereby institutionalized defrauding of taxpayer-funded federal programs intended to sustian and uplift the low income americans is unforgiveable and criminal and needs to be interdicted by the US IG, the US AG, and the President immediately.]

Such complications are the fodder for political argument against federal government, against federal programs meant for the benefit and well-being of poor americans, and against the Democratic party's progressive ideals and principles which advance the quality of living in the USA.

Many corporations, especially those in the retail industry, are redesigning their corporations to minimize full-time staff while maximizing part-timers in order to eliminate/minimize the corporate workers' benefits costs, not just the shifty ones taking advantage of every loophole and abusing the american workers and bilking the american taxpayers in the process. Under such circumstances, the President might want to reconsider building a national healthcare system like UK Anye Bevan did post WWI, as the only truly affordable way toprovide healthcare as an essential for society and the only way to maintain quality while minimizing admin costs. Pilot programs run regionally emulating the UK/canadian healthcare systems could be led by such groups as the U Penn, U Chicago, U Cal, BU medical professionals who have begged to start "national healthcare systems" for more than a decade ! THEN, the costs of healthcare would cease to be a complicating political issue when it should not be on the political banquet table anymore than unemployment, food stamps, housing assistance, and education/education assistance.

In the UK, leading up to the 1997 election, the ruling conservative party told the UK people that their beloved NHS system was unaffordable and that the conservative party would have to "reform" it. The UK people voted out conservative party politicians in a landslide, and Tony Blair's government under then Treasury Minister Gordon Brown, not only saved the UK people's NHS but actually made major techical and service improvements and improved quality across the UK. Running a quality national healthcare system is a matter of intellect and professional expertise, not a matter of accountancy gamesmanship of slashing and burning "costs", and thus politicizations are taken out of the equation by federal/central government taking proper responsibility and appointing appropriate professional expertise to leadership positions.

Illegal immigration and the effects of illegal immigration must be removed from american society, and the federal government will then be able to properly manage its programs to sustain/uplift the american citizen vulnerable and poor to improve the quality of living for all americans in the USA. Thus, the Federal government must immediately reform all federal programs by taking back control and responsibility for each and every one, or face accusations of negligent mishandling of taxpayer funds by handing over federal moneys for federal programs to politicians at the state/local level who waste the funds on nepotism and politcized administration which denies the program assistance to the very american citizens intended.

[These same politicians wanting to cut federal programs/programs funding/access-eligibility for federal programs to uplift/sustain poor americans were shouting in US Congress that FEMA funds to help with national disasters must be cut/eliminated during/after the Joplin MO EF5 tornado and Tuscaloosa tornado devastations just weeks earlier ! which shows their alleged accounting-responsibility and christian morality for the political sham it is.]

In conclusion, let me share this re illegal immigration:

I was working abroad for a US computer company during the 1990's, and on one of my trips between client sites around the UK, in full business attire/accoutrements, I was approached by a man who was travelling the UK, Africa, and other countries seeking to set up "contract worker" arrangements for cheap labor to be brought into the USA; the man was from Kansas, said he had the full blessing of the then GOP party governor and GOP US Legislators in US Congress. I was shocked and appalled, for not only was he seeking to set up exploitative worker immigration right under the noses of the Federal government with the blessing of GOP politicians in positions of state/federal power which would violate international human rights [no social benefits/supports for 6 month contracts/living in inhumane conditions dormitories] and get the US in international hot water under international criticism and appearing the abusive hypocrite to the world, but also, such a setup would surely lead to any potential workers 'leaking' out of the setup as illegal immigrants, and the 'setup' maximizing profits but not paying for the return of such workers at the end of the 6 month contracts...meanwhile, taking jobs from undereducated americans ! As a business person I was outraged and as an american I was enraged ! I immediately informed UK government contacts of the activity going on in their country for the UK government to shine a light upon such undesireable activities being practiced in the name of the USA in their country. Let this example show the USA just what kinds of shenanigans the GOP advocates in reality while it pretends to be the fiscally responsible political party in opposition to "the Liberals" who give the country's/taxpayers' wealth away like 'intoxicated delinquents'... when it is they who in full knowledge conspire to rob the USA and its Citizens behind the scenes.
