Arkansas' reputation for wanting to do business in their state is turning around. Mike Beebe seems to be a big part of that. A state that is usually always close to the bottom in this category is on the rise over the last few years. Governor Mike Beebe has held office since 2007. Is this just a coincidence or is Beebe righting the ship, so to speak? What is your opinion on this?
