Why did the Army Resvere and National Guard get their Per Diem cut at Ft Bliss Tx from approximatly $1500 to less than $500 per month when the orders say (PER DIEM AUTHORIZED IAW JFTR AUTH 55% PER DIEM WITH STATEMENT OF NON AVAILABILITY AT LOCALITY RATE DURING THIS PERIOD.)
