Charter schools are smaller schools that typically have more applicants than spots to fill. This fact leaves these schools with a problem, how do they choose which students to accept? Their solution, in most cases, is a lottery. They literally put every kid's name in a hat or a bingo scrammbler or whatever and hold an assembly to decide the lucky few. The kids that lose this gamble have to settle for their local public school. Is this the fairest way to do it?
