Take a look at this article. It talks about how an inmate who convinced people to do crimes for him was found with a cell phone hidden in his cell. Legally, in federal prisions it is a felany to sneak in cell phones; however, there is no such law in state prisions. Not legally, the reason why prisions have not set up jammers is that the jammers would not just jam cell phone service in the prisions but also in the streets outside and in business and homes nearby.

Is this a problem? I think it is. If cell phones are in jail then witnesses are being harrased and gangs are controlling actions inside and outside the jails.
