Proposition 23 wil repeal the state global warming act until unemployment drops below 5.6 percent for a full year. While at first glance, this seems a reasonable way to save money for a time period and then fight global warming. This is not the case. California's unemployment level has only dropped below 5.6 percent three times in the last 40 years. See Bureau of Labor Statistics Data. So this is not a temporary help for the economy that one may seek, it is a back-handed attempt at repealing the global warming law.
