Proposition 23 wil repeal the state global warming act until unemployment drops below 5.6 percent for a full year. While at first glance, this seems a reasonable way to save money for a time period and then fight global warming. This is not the case. California's unemployment level has only dropped below 5.6 percent three times in the last 40 years. See

. So this is not a temporary help for the economy that one may seek, it is a back-handed attempt at repealing the global warming law.
