Many pro-choice supporters see the option for a woman to get a "partial birth" abortion her civil liberty and part of her rights. Should partial birth abortions be considered a civil liberty?

Look if the mother's life is in danger, or if the child is the result of rape or incest or if the child is deformed...the option to have an abortion...should be provided by law. Healthcare providers should be held to provide such service as part of their Hippo oaths..no matter the tri-mester...but it should be a matter of choice for health care providers to provide elective abortion services, just as it should be a matter of choice to have an abortion for pregnant women. I think out of the interests of protecting consumers from harm, there ought to be some standards in place...and I think the state could be justified in barring multiple elective abortions, period, on medical grounds...at some point shouldn't you just have your tubes tied?
but late-term abortions are highly dangerous, and few ethical doctors would be willing to pursue the procedure for elective reasons....medically it needs to be justified...so instances of partial birth abortion are rare.....what matters in my view, is that infanticide does not occur....and the closer an abortion comes to that point, the more regulations necessary on providers and patients...
so yes, late term abortions are a civil right...but civil rights don't apply in absolute terms nor are they not subject to regulations...
because late term abortion is so dangerous and because it borders so close to infanticide...it deserves extra regulations...which, of course, pertain not only to providers, but to consumers as well... Requirements of full disclosure and counseling are reasonable, as well as regulations pertaining to the licensing of doctors to insure they are not causing harm....and this is the same in the case of non-late term abortions, as well...
..what's different about late term abortions seems to be #1 the danger associated with the procedure and #2 the social consequences. Indeed, abortions cost the taxpayers money in the long run, when you considered the health complications occuring as a result of the procedure...and late term abortions would seem to cost us the most, per aborted aborted pregnancy....
so since there is more danger, there should be more regulations to insure saftey....and since there is greater social cost...there should be even greater tax burden on providers and patients.
