Do you think that millions should be spent on this with such small results? Or should we agree with the wait-and-see approach?

I believe that someone should fund this research, asolutely. Breaking the human genome further could lead to SO many answers that puzzle scientists today. But, I would be hesitant to say that the government should. But, that goes into more of the debate of private sector vs. government ran institutions and funding. Regardless of where the money comes from though, we need to understand the human genome better. It certainly beats the hell out of wasting money on "male enhancement" pills.
