I don't know if it was me that you had a discussion with about about "Dirty Cops", but I still say that the vast majority of law enforcement officers are not corrupt, there will always be bad apples in any crop, it's finding them and weeding them out is the problem. In Philly there are approx. 7,000 officers, this last bunch of accused cops (6) represents less than 1% of the force, so it's not as if the entire Dept is corrupt, although the media does sensationalize the issue and make it seem as if it is wide spread, which it is not.

It appears more media events are occurring exhibiting "dirty" cops, but that it is the advancing tech that enables citizens to record these "dirty" cop events. I believe that there is small percentage of so called "dirty" cops, but it wrecks a entire professional police force for years. Of course, the professional corp of police tend to not rat on their fellow police for even criminal offenses. The recent events of the choke holds killing citizens and arrests that are placed in local jails that questions arise to their deaths while in captive status. Police hold the records for not releasing public information that would be critical to their missions. Even attorneys cannot gain access, thus police often will get away with criminal activity.

The police state of any community will continue to fester with over zealous police activity until the public gets the law to work for their interest not the police. It is not overstepping the facts that police do know how to maneuver the laws for their own gain and escape from judicial proceedings.
