Reduces the disparity between federal criminal penalties for crack cocaine and powder cocaine offenses and eliminates the five-year mandatory minimum sentence for simple possession of crack cocaine. Opposed by law enforcement agencies on the basis that correlations can be made between crack cocaine arrests and violent crime.
